Evolution key to free school deal

Any attempt to present as fact the view that God made the world could lead to new free schools losing their funding under government changes.

The new rules state that from 2013, all free schools in England must teach evolution as a "comprehensive and coherent scientific theory".

The move follows scientists' concerns that free schools run by creationists might avoid teaching evolution.

Sir Paul Nurse, president of the Royal Society, said it was "delighted".

Sir Paul told BBC News the previous rules on free schools and the teaching of evolution versus creationism had been "not tight enough".

'Creationist myth'

He said that although the previous rules had confined creationism to religious education lessons, "the Royal Society identified a potential issue that schools could have avoided teaching evolution by natural selection in science lessons or dealt with it in a such a perfunctory way, that the main experience for students was the creationist myth".

So far 79 free schools have opened in England with 118 more due to open in 2013 and beyond. They are funded directly by central government but unlike other state-funded schools are run by groups of parents, teachers, charities and religious groups and do not have to abide by the national curriculum.

The new rules mean if a free school is found to be acting in breach of its funding agreement - for example, teaching creationism as a scientific fact or not teaching evolution - the Department for Education will take "swift action which could result in the termination of that funding agreement".

In a letter to the Royal Society, the Schools Minister, Lord Hill, said: "While we have always been clear that we expect to see evolution included in schools' science curricula, this new clause will provide more explicit reassurance that free schools will have to meet that expectation."

Sir Paul Nurse said: "The new clause in the funding agreement should ensure that all pupils at free schools have the opportunity to learn about evolution as an extensively evidenced theory and one of the most fundamentally important tenets of modern biology.

"The development of the theory of evolution is an excellent example of how science works and there is a clear consensus within the scientific community regarding both its validity and importance."

A spokesman for the Department for Education said that the new clause would apply to the Grindon Hall Christian school in Sunderland and two others that this year became the focus of concerns about the teaching of creationism in free schools.

Grindon Hall, which was independent, reopened as a free school in September. The two others approved by ministers are not due to open until 2013.

In July the principal of Grindon Hall said that creationism would never be taught in science lessons.

'Additional safeguards'

Rachel Wolf, director of the New Schools Network, which provides advice and support for groups who want to set up free schools, welcomed the funding agreement changes but said that the existing rules meant free schools already had to teach evolution in science lessons.

"To my knowledge free schools have always had to teach evolution in science, but it is great that the government has reaffirmed its commitment to this," she said.

Andrew Copson, chief executive of the British Humanist Association, organisers of a Teach Evolution not Creationism campaign, said: "A requirement to teach evolution in free schools is an excellent additional safeguard against state-funded creationist schools and must be welcomed.

"However, we continue to be concerned about the three free schools recently approved which are supportive of teaching creationism as science and which we must worry will continue to find ways to circumvent a ban in practice."

Dr Berry Billingsley who leads a Reading University project on how secondary schools handle questions that bridge science and religion cautioned against an oversimplified debate.

"Evolution is a fantastic theory and explains so much about how humans come to be here. It is backed up by evidence and supported by the vast majority of scientists in the biological sciences. Many of those scientists also believe that the Universe is here because of God.

"The importance of studying evolution is indeed the first thing to be said but children also need opportunities somewhere in the timetable to explore the 'Big Questions', which our research shows they want to consider and it is often the science lesson that stirs up those questions."

Paul Bate, of the European Educators Christian Association, agreed schools should teach a broad and balanced curriculum: "Science and religion need each other in this debate. Albert Einstein, one of the greatest scientists of all time said, 'Science without religion is lame, religion without science is blind.'"

Nokia Siemens to close Bruchsal plant in Germany

HELSINKI/FRANKFURT (Reuters) - Mobile network equipment maker Nokia Siemens Networks (NSN) will cut 650 jobs as it shuts down its plant in Bruchsal, Germany, a spokeswoman for the company said on Thursday.

The 50-50 joint venture between Nokia Oyj and Siemens AG is carrying out a cost-cutting plan, which includes laying off a quarter of its staff and selling product lines to focus on mobile broadband.

The restructuring should result in 1 billion euros ($1.3 billion) in cost savings by the end of next year.

Workers at the site in Bruchsal, about 125 kilometers south of Frankfurt, were informed of the plan on Tuesday, another spokeswoman for NSN said.

Depending on how talks with labor representatives go, the company envisions that workers could start leaving in three to six months, she said.

First success of targeted therapy in most common genetic subtype of non-small cell lung cancer

ScienceDaily (Nov. 28, 2012) ? A new study by an international team of investigators led by Dana-Farber Cancer Institute scientists is the first to demonstrate that chemotherapy and a new, targeted therapy work better in combination than chemotherapy alone in treating patients with the most common genetic subtype of lung cancer.

Published online November 28 in The Lancet Oncology, the combination of chemotherapy and the targeted drug selumetinib was more effective than chemotherapy alone in a clinical trial involving patients with a form of non-small cell lung cancer (NSCLC) that carries a mutation in the gene KRAS -- a variety that represents about 20 percent of all NSCLC cases. Previously, no targeted agent, either alone or in combination with another drug, had proven beneficial in a trial involving patients with this type of NSCLC.

The 87 patients who participated in the new, phase II trial -- conducted at 67 sites around the world -- had advanced, KRAS-mutant NSCLC that had failed initial chemotherapy. The participants were randomly assigned to receive either selumetinib and the chemotherapy agent docetaxel or docetaxel alone.

Investigators found that while 37 percent of the patients in the selumetinib group experienced some shrinkage of their tumor, none of the patients in the docetaxel-only group did. Of particular significance, patients receiving selumetinib lived a median of 5.3 months before their cancer began to worsen, compared to 2.1 months for those receiving chemotherapy alone. (Patients in the selumetinib group also survived longer, on average, than those in the docetaxel group -- 9.4 months compared to 5.2 months -- but the improvement was not considered statistically significant.)

"Our findings suggest that selumetinib and docetaxel work synergistically -- each enhancing the effect of the other," says the study's lead author, Pasi A. J?nne, MD, PhD, of Dana-Farber. "This opens the possibility that there may finally be a therapeutic strategy using a targeted therapy which could be clinically effective in this population of KRAS-mutant lung cancer patients."

Some side effects, including neutropenia (a white blood cell deficiency), neuropenia plus fever, shortness of breath, and loss of strength, were more common in the selumetinib group than the other. Researchers and physicians will need to work on ways of managing these problems with patients, J?nne said.

NSCLC tumors with KRAS mutations are more common in current and former smokers than in those who have never smoked, and occur at a higher rate in Caucasians than in others. The study findings are especially noteworthy because mutated KRAS -- regardless of the type of tumor it appears in -- has been one of the most difficult genes to block with targeted therapies.

Selumetinib circumvents that problem by targeting not KRAS itself, but one of the gene's co-conspirators, a protein called MEK that is indirectly activated by KRAS.

"The opportunity now is to validate this approach in further clinical trials so it can be developed into a real therapy for patients," J?nne remarks. "Given that KRAS mutations are common in other cancers (found in 90 percent of pancreatic cancers and 40 percent of colon cancers), our findings may be useful in developing therapies for patients with these cancers as well."

Bank of England warns UK banks may lack enough capital

LONDON (Reuters) - British banks may not have enough capital set aside as a defense against future financial market dangers due to their over-optimistic assessment of the risks facing them, the Bank of England said on Thursday.

The BoE's Financial Policy Committee, which from next year will take charge of British bank regulation, urged the current regulator to reassess whether banks' capital properly reflects the risk of loans going sour and future fines for misconduct.

Banks' true capital position was probably worse than relatively healthy official numbers imply, and that this is hurting investor confidence, the BoE said.

"Progress by banks in raising capital has slowed and investor confidence remains low," the BoE said in its half-yearly Financial Stability Report. "Market concerns are likely to reflect in part uncertainty about bank capital adequacy."

The FPC has repeatedly urged British banks to raise capital levels, and November's report marks a stepping up of these recommendations, despite a slight reduction in the risks facing the financial system due to an easing in euro zone tensions.

"UK banks' capital buffers, available to cushion losses and maintain the supply of credit following realization of a stress scenario, are not as great as headline regulatory capital ratios imply," it said.

Information from supervisors suggested some British banks would suffer bigger losses on loans than they had made provision for, it said.

Banks had also persistently underestimated the scale of fines they would face for past misconduct.

"In 2012, the number of identified conduct issues has grown and it seems likely banks could face additional sizeable costs," it said, adding that external analysts had suggested further costs of 4-10 billion pounds for mis-sold payment protection insurance and the LIBOR rate-rigging scandal.

The system of risk weighting that banks use to judge how likely they were to face losses was also "complex and opaque" and probably undermined investor confidence, the BoE added.

The BoE is also concerned that banks continue to lend to British businesses and households at a time when it blames a lack of bank credit as part of the reason for the country's very sluggish growth.

Inadequate capital buffers are not an excuse for reining back on lending, the central bank said.

"The Financial Services Authority should ensure that firms either raise capital or take steps to restructure their business and balance sheets in ways that do not hinder lending to the real economy," it said.

Over the last few days, a picture has emerged of incredibly strong demand for the new Nokia Lumia 920. Telstra sold out of the device, calling demand for the phone "beyond amazing." In Germany, the phone also sold out and in the U.K., it topped the charts at retailer Expansys. It would appear that Swedish retailer Dustin has been experiencing the same heavy demand for the phone. Marcuz Martinez, the online firm's product chief, said in a private Facebook chat that "Demand is absolutely huge for this phone," adding that the store has twice the backlog of orders for the Nokia Lumia 920 than it had for the Samsung Galaxy S III.

This is a very good sign for those Windows Phone fans who have been hoping that one of the new models would spark demand for the platform the same way that the Motorola DROID helped Android take off in 2009. Android 2.0 was installed on that phone and the green robot never looked back. Now comes the important part for Nokia which is making sure that enough product does become available in a timely fashion before phone buyers give up and start looking elsewhere.

It is a similar problem to what is happening with the Google Nexus 4, which is back in stock today at T-Mobile and the Google Play Store. The only difference is that Android has already proven itself and there is no pressure. Windows Phone 8, on the other hand, is trying to claw its way up and make a name for itself in a very competitive industry and Nokia itself cannot afford to lose these potential sales. For now though, this is a marvelous sign for Microsoft and its Finnish partner.

WASHINGTON, November 28, 2012 U.S. Department of Agriculture (USDA) scientists working as part of an international team have completed a "shotgun sequencing" of the wheat genome, a paper published in the journal Nature reported today. The achievement is expected to increase wheat yields, help feed the world and speed up development of wheat varieties with enhanced nutritional value.

"By unlocking the genetic secrets of wheat, this study and others like it give us the molecular tools necessary to improve wheat traits and allow our farmers to produce yields sufficient to feed growing populations in the United States and overseas," said Catherine Woteki, USDA's Chief Scientist and Under Secretary for Research, Education and Economics. "Genetics provides us with important methods that not only increase yields, but also address the ever-changing threats agriculture faces from natural pests, crop diseases and changing climates."

Olin Anderson and Yong Gu, scientists with USDA's Agricultural Research Service (ARS) based at the agency's Western Regional Research Center in Albany, Calif., played instrumental roles in the sequencing effort, along with Naxin Huo, a post-doctoral researcher working in Gu's laboratory. All three are co-authors of the Nature paper.

ARS is USDA's principal intramural scientific research agency, and the work supports the USDA goal of ensuring global food security.

As the world's largest agricultural research institute, USDA is focused on reducing global hunger by increasing global cooperation and collaboration on research strategies and their implementation. For example, through the U.S. government's Feed the Future initiative, USDA and the U.S. Agency for International Development (USAID) are coordinating their research portfolio with ongoing work of other donors, multilateral institutions, and government and non-government entities at the country level to effectively improve agricultural productivity, reduce food insecurity and generate economic opportunity.

Grown on more land area than any other commercial crop, wheat is the world's most important staple food, and its improvement has vast implications for global food security. The work to complete the shotgun sequencing of the wheat genome will help to improve programs on breeding and adaptation in Asia and Sub-Saharan Africa for wheat crops that could be drought tolerant and resistant to weeds, pests and diseases.

ARS is one of nine institutions with researchers who contributed to the study. The lead authors are based in the United Kingdom and were funded by the British-based Biotechnology and Biological Sciences Research Council. Funding also was provided by USDA's National Institute of Food and Agriculture (NIFA). NIFA focuses on investing in research, education and extension programs to help solve critical issues impacting people's daily lives.

The study represents the most detailed examination to date of the DNA that makes up the wheat genome, a crop domesticated thousands of years ago. The wheat genome is five times the size of the human genome, giving it a complexity that makes it difficult to study. The researchers used the whole genome shotgun sequencing approach, which essentially breaks up the genome into smaller, more workable segments for analysis and then pieces them together.

Another international team of scientists is working on a long-term project expected to result in more detailed sequencing results of the wheat genome in the years ahead. But the results published today shed light on wheat's DNA in a way that will help breeders develop hardier varieties by linking genes to key traits, such as disease resistance and drought tolerance.

Wheat evolved from three ancient grasses, and the ARS team, working closely with partners at University of California, Davis, mapped the genome of one of those three parents, Aegilops tauschii. That mapping, funded in part by the National Science Foundation, was instrumental in the study. It allowed researchers to identify the origins of many of the genes found in modern-day wheat, a key step in linking genes to traits and developing markers for use in breeding new varieties.

Wheat growers face numerous challenges each year. Acidity in the soil can make wheat difficult to grow in some areas. WASHINGTON, November 28, 2012 U.S. Department of Agriculture (USDA) scientists working as part of an international team have completed a "shotgun sequencing" of the wheat genome, a paper published in the journal Nature reported today. The achievement is expected to increase wheat yields, help feed the world and speed up development of wheat varieties with enhanced nutritional value.

"By unlocking the genetic secrets of wheat, this study and others like it give us the molecular tools necessary to improve wheat traits and allow our farmers to produce yields sufficient to feed growing populations in the United States and overseas," said Catherine Woteki, USDA's Chief Scientist and Under Secretary for Research, Education and Economics. "Genetics provides us with important methods that not only increase yields, but also address the ever-changing threats agriculture faces from natural pests, crop diseases and changing climates."

Olin Anderson and Yong Gu, scientists with USDA's Agricultural Research Service (ARS) based at the agency's Western Regional Research Center in Albany, Calif., played instrumental roles in the sequencing effort, along with Naxin Huo, a post-doctoral researcher working in Gu's laboratory. All three are co-authors of the Nature paper.

ARS is USDA's principal intramural scientific research agency, and the work supports the USDA goal of ensuring global food security.

As the world's largest agricultural research institute, USDA is focused on reducing global hunger by increasing global cooperation and collaboration on research strategies and their implementation. For example, through the U.S. government's Feed the Future initiative, USDA and the U.S. Agency for International Development (USAID) are coordinating their research portfolio with ongoing work of other donors, multilateral institutions, and government and non-government entities at the country level to effectively improve agricultural productivity, reduce food insecurity and generate economic opportunity.

Grown on more land area than any other commercial crop, wheat is the world's most important staple food, and its improvement has vast implications for global food security. The work to complete the shotgun sequencing of the wheat genome will help to improve programs on breeding and adaptation in Asia and Sub-Saharan Africa for wheat crops that could be drought tolerant and resistant to weeds, pests and diseases.

ARS is one of nine institutions with researchers who contributed to the study. The lead authors are based in the United Kingdom and were funded by the British-based Biotechnology and Biological Sciences Research Council. Funding also was provided by USDA's National Institute of Food and Agriculture (NIFA). NIFA focuses on investing in research, education and extension programs to help solve critical issues impacting people's daily lives.

The study represents the most detailed examination to date of the DNA that makes up the wheat genome, a crop domesticated thousands of years ago. The wheat genome is five times the size of the human genome, giving it a complexity that makes it difficult to study. The researchers used the whole genome shotgun sequencing approach, which essentially breaks up the genome into smaller, more workable segments for analysis and then pieces them together.

Another international team of scientists is working on a long-term project expected to result in more detailed sequencing results of the wheat genome in the years ahead. But the results published today shed light on wheat's DNA in a way that will help breeders develop hardier varieties by linking genes to key traits, such as disease resistance and drought tolerance.

Wheat evolved from three ancient grasses, and the ARS team, working closely with partners at University of California, Davis, mapped the genome of one of those three parents, Aegilops tauschii. That mapping, funded in part by the National Science Foundation, was instrumental in the study. It allowed researchers to identify the origins of many of the genes found in modern-day wheat, a key step in linking genes to traits and developing markers for use in breeding new varieties.

UMaine women?s hockey prepares for Boston College after bout with Russia

After losing to rival UNH 2-1 back on Nov. 17, the University of Maine women?s hockey team enjoyed their Thanksgiving by taking on the Russian National team last Thursday.

The Russians have been holding a camp in New England while playing a series of games against women?s hockey clubs around the area, including matchups against Northeastern University, Boston University, Harvard, the Boston Blades and UMaine.

Although Russia eventually took the exhibition 3-0, UMaine Head Coach Maria Lewis thought the contest could have easily tilted the other way.

?I thought we controlled most of the puck possession time,? she said. ?We just didn?t get it done. We didn?t score goals. We didn?t capitalize on all the power play opportunities we had.?

Lewis said she looks forward to playing national teams again in the future, but wants her squad to improve from those matchups rather than take steps back.

?Russia?s a team we can beat. I?m hoping that players can gain some type of confidence in knowing that they can skate and be on the ice with national team players.?

With a 2-8-1 record so far, this young Black Bears team has struggled out of the gate. Lewis said they shouldn?t worry about what their record is at this point, but says her team has a tendency to be affected by their opponent?s reputation at times.

?It doesn?t matter who we play. We need to learn that we can?t be afraid of what our image of our opponent is,? Lewis said. ?Hopefully they?ll just take things at face value and just go into a game knowing that we have to do what we have to do and play our best regardless of who our opponent is.?

Lewis said all three goalies ? senior Kylie Smith, freshman Meghann Treacy and senior Brittany Ott ? played as expected against the Russians, with each getting a period of ice time.

Although each gave up one goal, Lewis said she is leaning towards starting Ott against No. 5 Boston College in game one on Friday, if only because of her past experience against the Eagles. Ott is 2-3-1 in her last six meetings with the Hockey East rival.

BC features a potent offense highlighted by a 4.2 goals per game average, led by Alex Carpenter?s 22 points. Despite the sophomore?s performance thus far, Lewis believes the Black Bears will have to play a team game in order to compete this weekend.

The Eagles feature a deep team around Carpenter, and Lewis says it will take an outstanding effort for the Black Bears to overcome BC?s skillful style of hockey.

?Some of it?s going to depend on if they bring their A-game or their B-game,? she said. ?If they bring their B-game and we bring our A-plus game, we have a great chance.

?The biggest thing, the key to winning this game is to have good gaps,? she added. ?We can?t allow them to build their speed and we can?t give them any space to move the puck or else we?re going to get beat. They?re probably the fastest and most skilled team that we?ll face and we really got our work cut out for us.?

Lewis said the Black Bears will have to focus on grinding out the game in order to slow the Eagles? attack and control the gaps on the ice.

?Every chance that our goaltender has to stop the puck, or freeze it, get a whistle,? she said. ?[Get] any opportunity that we can to kind of funnel them to the outside. Any chance we get along the boards to try and create scrums and slow things down that way. We have to do those things to win.?

Although BC experienced some early season struggles ? evidenced by bad losses to Boston University at home and a road loss to underdog UNH in their first three games ? Lewis thinks the Eagles? tendency to play down to their competition is behind them.

BC is 8-1-2 since their loss to the Wildcats on Oct. 21, including a 7-1 win against BU on the road and a 6-1 home victory over Providence.

Aside from a few individual rivalries amongst these two Hockey East squads, Lewis doesn?t believe BC is on the same level as a UNH or BU in terms of bitterness.

?I consider all teams in our league a rival,? Lewis said. ?But we don?t have a hatred for BC. We respect BC. We know that they?re a good team. I don?t think that who?s beaten who thus far is going to be a thought in BC?s head.?

The Black Bears have been without freshman defender Brooklyn Langlois since game two of the Bemidji St. series on Nov. 10 and junior forward Brianne Kilgour since early in the first period against Providence on Nov. 2.

Langlois has recently been cleared to begin her five-day progression back after suffering a concussion against the Beavers.

Kilgour has sat out the five games since she was knocked out of the contest with the Friars because of a muscle contusion in her lower back, but has recently begun to skate with the team again.

UMaine would welcome having two of their better special teams players back on the ice, but both Langlois and Kilgour remain doubtful for this weekend?s series with the Eagles.

Despite UMaine?s rough start and BC?s No. 5 ranking, Lewis believes her team won?t be overlooked by the Eagles, saying the Black Bears are a team ?that [BC doesn?t] want to lose to, but know they can lose to.

?I think they think we have great goaltending. I think they believe that we?re a feisty team that doesn?t give up. And I think they believe that we?re a team that, if they don?t play well, we can bite them,? she said.

The third-year head coach remains adamant that the win-loss column is not as important at this point in the year as executing their systems, but wants to see improvement in increasing their shot production, decreasing the number of shots their goalies face and staying out of the penalty box.

?I think our expectations honestly can?t be in the win-loss categories. It needs to be on the parts of the game that need improvement,? Lewis said. ?If we come out of [Boston] with some points, that?s a byproduct of us doing other things better.?

The Black Bears travel to Boston to take on BC in a two game series that starts Friday. Puck drop for game one is scheduled for 7pm in Kelley Rink, with game two set for 2pm the next day.

UMaine returns to Alfond Arena to take on Dartmouth in a non-conference matchup Dec. 8-9.

Man arrested in Britain over killing of Northern Irish policeman

LONDON (Reuters) - A man from Northern Ireland was arrested in Britain on Monday in connection with the death of Northern Ireland policeman Ronan Kerr, who was killed in April last year when a bomb exploded under his car, the Police Service of Northern Ireland said.

The 22-year-old man, from Omagh in County Tyrone, was detained in Milton Keynes, England, as police widened their investigation to northwest England. Police said they were conducting searches in Northern Ireland and northwest England.

Kerr, 25, was the first policeman killed in the British-controlled province for two years. A Catholic, Kerr was a new recruit and a symbol of Northern Ireland's new police service, which before the peace deal was predominantly made up of Protestants and viewed with scepticism by many Catholics.

The arrest of the suspect, who was not named, was made by the North West Counter Terrorism Unit at the request of PSNI Serious Crime Branch detectives, according to the PSNI.

A prison officer, David Black, was shot and killed in his car earlier this month, and a group of militant Irish nationalists claimed responsibility.

International monitors confirmed in 2005 that the Provisional Irish Republican Army had given up all its weapons, but dissidents disenchanted with the peace process, which largely ended three decades of violence in which over 3,600 people died, have increased violent activity in recent years.

Earlier this year, militant nationalist groups in Northern Ireland united under the banner of the so-called New IRA.

Last week Forex trading was done in unusual conditions. On Thursday Thanksgiving Day was celebrated in the USA.? That is why many investors began to leave the market and returned to the monitors only on Monday. Thus, Forex market became a thin market by the end of the week. High profit currency managed to avail itself of the opportunity. The euro attacked the dollar and approached to 1.3000. It was mostly caused by the expectations of Greek aid tranche which may be approved by the Ministers of Finance of the euro zone at today?s meeting. Consumers to spend less if middle-class taxes rise: White House

WASHINGTON (Reuters) - A White House report says that if that Congress allows taxes to go up on middle-class families, consumers will spend $200 billion less in 2013.

The report by the White House's National Economic Council and Council of Economic Advisers, released on Monday, was the latest salvo by President Barack Obama to encourage lawmakers to extend tax cuts for families making less than $250,000 a year and fix a tax aimed at making sure wealthy people pay a minimum amount.

The newly re-elected Democratic president is negotiating with Republicans in Congress over the "fiscal cliff" - a combination of tax increases and spending cuts that would go into effect next year if the two sides do not reach a deal to stop it.

While the White House and Republican leaders wrangle over raising taxes on the wealthy - a key campaign promise of the president's - Obama would like Congress to pass measures now to lock in lower tax rates for the middle class, the primary constituency he courted in his re-election campaign.

"The president has called on Congress to act now on extending all income tax cuts for 98 percent of American families and not to hold the middle-class and our economy hostage over a disagreement on tax cuts for households with incomes over $250,000 per year," the report said. "The Senate has passed this bill and the president is ready to sign it."

The White House also wants lawmakers to fix the alternative minimum tax, which was set up decades ago so that wealthy Americans could not avoid taxes using legal tax breaks and loopholes. The AMT was not indexed for inflation and has to be updated or "patched" every year to avoid sweeping in millions of less affluent taxpayers.

"Allowing the middle-class tax rates to rise and failing to patch the Alternative Minimum Tax could cut the growth of real consumer spending by 1.7 percentage points in 2013," the report said.

"This sharp rise in middle-class taxes and the resulting decline in consumption could slow the growth of real GDP by 1.4 percentage points, which is consistent with recently published estimates from the Congressional Budget Office."

The CEA estimated that consumers would spend nearly $200 billion less next year as a result of higher taxes. The drop would hurt the retail industry, which has accounted for nine percent of employment growth since the U.S. recession ended in June 2009, the report said.

US-Russian crew chosen for yearlong space voyage

American astronaut Scott Kelly and Russian cosmonaut Mikhail Kornienko will launch on the?one-year space station flight?in spring 2015 and return to Earth in spring 2016, NASA officials announced today (Nov. 26). They will begin their mission training in early 2013.

The mission will help NASA understand how the human body adapts to extremely long space missions, such as voyages around the moon, to an asteroid and ultimately to Mars, NASA officials said.

"Congratulations to Scott and Mikhail on their selection for this important mission," William Gerstenmaier, NASA's associate administrator for Human Exploration and Operations in Washington, said in a statement. "Their skills and previous experience aboard the space station align with the mission's requirements. The one-year increment will expand the bounds of how we live and work in space and will increase our knowledge regarding the effects of microgravity on humans as we prepare for future missions beyond low-Earth orbit." NASA is developing spacecraft and mission plans to send astronauts to visit a near-Earth asteroid by 2025, a goal set by President Barack Obama. The space agency is also reportedly studying potential?manned missions back to the moon.

Kelly, 48, is a U.S. Navy captain who has flown on two space shuttle missions and one long-duration expedition on the International Space Station. He commanded the space station's Expedition 26 mission in 2010 during his third spaceflight.

Kelly hails from West Orange, N.J., and joined NASA's astronaut corps in 1996. His identical twin brother Mark Kelly also served as a Navy captain and NASA astronaut before retiring from the military and spaceflight in 2011.

Kornienko, 52, is also a veteran spaceflyer. The native of Syzran in Russia's Kuibyshev region is a former paratrooper officer who joined Russia's cosmonaut corps in 1998. Kornienko spent more than 176 days in space as a flight engineer on the station's Expedition 23 and 24 crews.

NASA and Russia announced plans for the one-year space station voyage earlier this year.?Rumors of the flight?were circling prior to the announcement, with the Russian news agency Interfax suggesting that veteran NASA astronaut Peggy Whitson ?a veteran station commander ?as a potential choice for the American crewmember. Whitson stepped down from her position as NASA's Chief Astronaut earlier this year to rejoin the agency's active spaceflying ranks.

Today's announcement, however, puts that theory to rest.

The 2015 space station flight by Kelly and Kornienko will be the longest mission to the?International Space Station, but not the longest continuous spaceflight. That record is held by cosmonaut Valery Polyakov, who lived aboard Russia's Mir space station from January 1994 until March 1995, ultimately spending 438 consecutive days in orbit.

The International Space Station is the product of cooperation by NASA, Russia and the space agencies of Europe, Japan and Canada. Construction of the $100 billion space station began in 1998 with the first crew taking up residence in 2000. Astronauts and cosmonauts have lived on the space station in rotating crews ever since.

My personal experience with my own, overworked, under-powered, over-stuffed computer was positive. >> it just felt like something stopped inside of me.

>> i lived in paris. i had an apartment there, a job there. my boyfriend was there. and suddenly i was in new york with a cancer diagnosis not knowing if i was going to survive the next few weeks. i got my first treatments with an incredible team of doctors. unfortunately, the second part of the biopsy results showed that i would need a bone marrow transplant .

>> when i found out that i could donate my bone marrow , i felt like i could actually do something to help her. and hopefully save her.

>> i feel very connected to him in this very intense way.

>> we were incredibly elated about hearing the good news that adam was a match, not only a match, but a perfect match .

>> there i was, her boyfriend having to put out her hair, which starts to come out in clumps. i think there was some real fear set in that day.

>> i have lost everything. i have lost my apartment, i have lost my job, i have lost my independence, i have lost my hair. but sheamus was still there and that made all the difference. i hadn't necessarily expected to be doing chemo therapy following my bone marrow transplant . basically what i do is i come here every morning for a week, once a month, and i receive my chemo therapy . it feels like your body is being poisoned. it's been difficult for me to wrap my head around the fact that i need to feel worse in order to hopefully get better.

>> she's been through a lot and faced everything with courage, dignity. really, she has been an inspiration to us.

>> she is with us this morning. what a story you have. this obviously changed everything for you at age 22. it's the last thing you expect. and as i understand it, there wasn't a lot out there for you in terms of resources, which is one of the reasons you started a blog, correct?

>> when i first got diagnosed, i felt incredibly isolated. i was just 22 years old and i was the youngest person by decades in the adult oncology unit .

>> now you have this week lly column in "the new york times" writing about what cancer patients were doing in terms of sandy. how did that affect other people?

>> the first thing, when you hear that there's a hurricane coming or a storm, is to go through your mental checklist. do i have batteries? do i have a flashlight? my first thought was how am i going get to the hospital to do my chemo therapy treatments. when i called the hospital and realized that they were closed for the day, i started thinking how am i going to get in touch with my doctors, if i run out of medication, what will i do? and there was this whole host of concerns that i never would have thought of before. until my diagnosis.

>> and so you're still going through chemo now. but you're technically cancer-free?

>> i am. after two years of nonstop chemo therapy and a life-saving bone marrow transplant --

>> from your brother.

>> yes, from my younger brother adam, i'm finally cancer-free. i recently moved in to an apartment with my boyfriend and we adopted a rescue puppy a few months ago. so i'm feeling very hopeful for the future.

>> he seems like a pretty incredible guy being with you this whole journey.

>> he's been so incredible. we've been dating for about six months when i first got diagnosed. we're not married, but i think the whole in health and sickness thing has been interesting for us because we have the sickness part down and we're really looking forward to exploring the more healthy aspect of our lives together.

>> it will be nice to be at that point. before we let you go, what does the writing do for you? it's helped a lot of other people to know that someone else is out there. what does it do for you?

>> we all have life interrupted moments, whether we're dealing with unemployment, getting over our breakup, or taking care of an elderly parent. my life interrupted moment happened to be cancer. but the important thing is not to focus on the interruption. it's to figure out thousand cope with the interruption, how to grow beyond it and how to use it as an opportunity for change and self-improvement.
